File a Statutory First Appeal
Appellate review under the Citizen's Charter against partial or incomplete resolution.
Under the Citizen's Charter, citizens have the statutory right to file a First Appeal if the department response is incomplete, misleading, or when the Charter SLA has been breached without relief.

The department verified the PPO file but failed to provide an actual credit date or UTR transaction reference for the ₹36,000 arrears.
